Not too sure of how or why he got there, Frank (Val Kilmer) awakenings in the desert with a severe head injury, and no recollection of how it happened. He is plagued by flashbacks of an assassination attempt on the life of the President and feels that these visions must hold the clue as to why he is in the mess he is. He is also very suspicious of his so-called girlfriend and believes that she is not who she appears to be. Frank learns of the president's impending visit to the area and tries to warn the local sheriff that the president's life, could well be in danger. However, the sheriff is preoccupied with his own agenda, as there is an upcoming local election and brushes Frank’s pleas to one side. It is now a race against time as Frank set about convincing the sheriff before it is too late.
